Responsibilities
The Supply Chain Management Analyst is a knowledge leader who
drives the identification of key strategic sourcing opportunities
and solutions by conducting data and economic analysis of current
spend, usage, total cost of ownership, quality and inventory
patterns. Also conducts analysis to provide key business insights,
identify alternatives, through the development and maintenance of
enterprise-wide spend and analytics database(s). This role
collaborates with SCM management and personnel, and internal
business partners, to drive fact and data-driven development of
corporate wide supply chain management and sourcing solutions and
implementation plans. The Supply Chain Management Analyst works
with SCM management to conceptualize, design, and develop SCM key
performance metrics, along with their measurement and reporting
approaches. The Analyst also interprets SCM key business questions
and opportunities, and devises an analytics plan to drive
fact-based decision making on those questions and opportunities.
Position Specific Resonsibilities/Accountabilities:
- Accountable to develop and provide corporate supply chain
procurement analyses and maintain data that supports the fact and
data-driven development of sourcing and negotiation strategies that
result in company-wide supply chain cost reduction.
- Conduct various economic analyses for strategic decision making
and supplier selection, including cost-benefit analysis of
alternate sourcing option, and supplier analysis to understand the
competitive position and unique strengths/leverage points of
suppliers.
- Develop and maintain an enterprise-wide spend analytics
database and queries to establish an understanding of spend by
category, supplier and purpose. Maintain and refine the database
for past spend, supplier, and clean sheet analyses.
- Develop and maintain a plan of upcoming strategic sourcing
activities. Work with SCM managers and Category Managers in
creating a multi-year plan of strategic sourcing activities and
lead review/report-out session every quarter to evaluate impact and
revise course of action.
- Support performance management for the development, execution
and retention of SCM KPI's and associated reporting. Develop
performance evaluation metrics for OPPD procurement activities with
SCM managers and create quarterly/annual score cards for the CFO
and other executives.
- Design, develop, implement and maintain supply chain
performance measurement reporting, including KPI reporting,
reporting databases and supporting data capture.
- Provide input to the Support Services departmental planning to
enhance group/team/role/tech/policy effectiveness.
- Maintain and improve procurement tools, such as RFI/RFP forms,
bid evaluation templates, negotiation scripts, and contractor KPIs
along with sourcing playbooks for each category to ensure effective
and efficient procurement processes and company-wide procurement
cost reductions.
- Participate and or lead assigned improvement initiatives.
Qualifications
Required:
- Bachelor's degree in Supply Chain, Engineering, Business
Administration, Statistics or other related field or equivalent
working experience in similar role/function.
- Minimum of three years supply chain management, procurement or
related experience.
- Incumbent must periodically update his/her knowledge through
formal training to assure current knowledge of relevant
practices.
- Very strong database development and management, data analytics
and statistical skills.
- Proficient with Microsoft Office suite of products emphasis in
Excel & Word.
- Strong skills in MS Access, SQL, Cognos or other data or
reporting tools.
- Proven ability to develop lasting and effective professional
relationships. Desired:
- Master's degree or advanced certification (e.g., CPM, APICS,
CPSM, CPSC).
- Broad knowledge of electric utility industry, OPPD operations,
Federal Energy Regulatory Commission Uniform System of Accounts and
applicable utility accounting practices, bond resolutions,
budgeting and finance.
- Incumbent is well versed in the use of an enterprise material
management system.
- Experience in electric utility operations, as it relates to
materials and services needed to operate on a daily basis.
- Deep understanding of strategic sourcing and supplier
relationship management principles and application within a
center-led Supply Chain with demonstrated success providing
analyses to support company-wide procurement activities.
- Negotiation skills
- Proven ability to provide strong leadership and that will
assist OPPD in achieving its strategic objectives.
- Proficient in material and services sourcing and be able to
analyze changing market conditions as it relates to commodities
being procured.

S4 - Exempt - Minimum: $83,870 - Mid Point: $104,837.
